Unlike some other states, Victoria doesn’t technically issue a “builder’s licence” in the traditional sense — instead, you apply for building practitioner registration, which serves the same purpose and carries the same legal weight. As of 1 July 2025, this registration is administered by the Building and Plumbing Commission (BPC), which replaced the Victorian Building Authority (VBA) as the state’s regulator.

    Before you begin, it’s worth understanding that registration requirements vary depending on the type and scale of work you intend to carry out, and getting the pathway wrong can cost you significant time and money. Many builders comparing state-based systems find it useful to look at how neighbouring jurisdictions handle the same process — for instance, reviewing the step-by-step builder registration process in Western Australia can offer helpful context on how qualification pathways, experience requirements, and financial checks differ from one state to the next.

    Step 1: Determine Whether You Need Registration

    In Victoria, domestic building work valued at $10,000 or more generally requires a registered builder if it involves one or more trades. Unlicensed individuals may only perform work below this threshold, and only where a registered practitioner isn’t otherwise required. If your work involves structural changes, multiple trades, or falls above the value threshold, registration is mandatory before you can legally contract or supervise the project.

    Step 2: Choose the Right Registration Category

    Victoria offers several registration classes, but the two most common for residential work are Domestic Builder (Unlimited) and Domestic Builder (Limited). A Domestic Builder (Unlimited) registration requires at least three years of practical experience and allows you to take on virtually any scope of residential work. A Domestic Builder (Limited) registration requires a minimum of two years’ experience but restricts you to a narrower category of building work. Choosing the right class from the outset matters, since moving between categories later often means reapplying and resubmitting evidence.

    Step 3: Meet the Qualification Requirements

    Most applicants pursue a Diploma of Building and Construction (CPC50220) or demonstrate equivalent skills and knowledge through exams and assessments. It’s common for applicants to complete a Certificate IV in Building and Construction first and then prove, through the BPC’s assessment process, that they hold equivalent competency to the higher qualification typically associated with unlimited registration.

    Step 4: Gather Detailed References and Experience Evidence

    Your practical experience needs to be well-rounded, covering areas such as preparing quotes and contracts, securing building approvals, managing subcontractors, resolving on-site problems, and successfully handing over completed projects. Technical references are a critical part of the application, and each referee must hold a registration class equal to or higher than the one you’re applying for — a reference from a project manager or commercial builder won’t satisfy a Domestic Builder (Unlimited) application, for example.

    Step 5: Pass the BPC Exam and Interview

    Once your documentation is in order, you’ll need to sit a knowledge-based exam and, in most cases, attend an interview. These assessments test your understanding of the Building Act, contract law, project management principles, and technical construction knowledge relevant to your registration class.

    Step 6: Arrange Domestic Building Insurance

    For residential work valued above the applicable threshold, domestic building insurance is compulsory before you can legally commence a project. This insurance protects homeowners if a builder becomes insolvent, disappears, or fails to complete contracted work to standard.

    Step 7: Submit Your Application and Pay the Registration Fee

    Once every requirement is met, you submit your full application to the BPC along with the applicable registration fee. Processing involves a review of your qualifications, experience, references, and assessment results before registration is granted.
